This program is available from the USPS and may be freely distributed. It has
three basic informational functions:
1) to explain the proper way to address mail for maximum speed through
the mail system, including such things as ZIP+4 and bar coding,
2) to explain the steps taken by a letter from the time that it enters the
mail stream to the point where it is delivered,
3) to show the costs [and savings] involved in using various types of
bulk mailings.
On-screen examples show the proper way to address letters to take advantage
of the discounts given and/or automation used by the Post Office.
The program allows the user to see the steps that the Post Office takes when
any letter enters the mail stream. Each mechanized and non-mechanized step is
shown in a flow diagram with each step being explained. The program attempts
to show why discounts are given for certain types of addressing by showing how
improved addressing (e.g., ZIP+4, bar codes, etc) bypasses certain steps in
the mail handling process.
Included as one of the functions is a small spreadsheet that allows bulk
mailers to determine the approximate cost of mailings given such factors as
address grouping [individual, 3-digit zips, 5-digit, zip+4, etc], sacks vs.
trays, and the size of the mailing. All rates are as of May 1991 and may have
been changed by the time that you read this.
